The Coalition
The Historic Tax Credit Coalition (HTCC) is a national nonprofit organization comprised of a variety of stakeholders that recognize the importance of the federal Historic Tax Credit, including architects, developers, preservation consultants, syndicators, investors, lawyers and accountants. In addition to ensuring the future of the federal Historic Tax Credit, coalition members advocate for important improvements that would make the credit a more efficient and effective means of financing the rehabilitation of historic and older buildings.
Founded in 2009, the Coalition now numbers over 75 organizations and has made major strides in solving challenges to the industry. In an effort to build on the credit’s success, the HTCC has engaged in high-level policy discussions with lawmakers and administration officials on a number of important issues, including tax reform, Revenue Procedure 2014-12, IRS audit procedures, and improvements in the National Park Service (NPS) approval process. The HTCC uses a broad and ongoing strategy to educate key decision makers about the value of the Historic Tax Credit. Most recently, the HTCC lead the effort to preserve the HTC in the tax reform legislation, which President Trump signed into law in late December of 2017. The HTCC was the go-to industry group on Capitol Hill, in the Administration, and among HTC professionals during the tax reform debate and continues to play that role.

Albert is a Massachusetts-based historic real estate consultant and strategist with more than 25 years of experience across the US. Currently a principal in Ryan’s Historic Tax Credit division, he previously served as partner and CEO of MacRostie Historic Advisors. A long time advocate of HTCs, Albert was one of four authors of the original legislation that created the Massachusetts Historic Rehabilitation Tax Credit (MAHRTC).

Committees

Works with the IRS and U.S. Treasury to improve oversight regulations and audit policy for the HTC. This committee also tracks court decisions and has provided amicus brief assistance to taxpayers in key tax and appellate court cases.

Coordinates with the National Park Service to improve the application and appeals process, track program outcomes and suggest updates to regulations.

Oversees governance, corporate maintenance, budgeting, and financial reporting for the HTCC.

Provides a forum for investors to discuss issues pertaining to the HTC.

Discusses and responds to any relevant issues concerning state historic tax credits.
